According to foreign media reports, Los Angeles clean technology leaders announced their "Zero Emissions Roadmap 2.0 in 2028". According to the plan, by 2028, the city known for traffic congestion will reduce total greenhouse gas and air pollution by 25% by 2028, exceeding the goals set by California and the Paris Climate Agreement. The plan will consolidate Los Angeles' position as the capital of electric vehicles and further establish Mayor Eric Garcetti as a major supporter of automotive electrification worldwide.

The goal of the plan is that electric vehicles will account for 30% of all light passenger cars on the road, at least 80% of all cars sold; 20% of all trips for single-person vehicles will be converted to zero-emission public transport, Bicycles or other active vehicles; all public investments in ground vehicles and related cargo transportation infrastructure will advance zero-emissions solutions.
The driving force for the plan is Los Angeles Cleantech Incubator (LACI) and Transportation Electrification Partnership (TEP). Among them, TEP members include Audi, BMW, BYD, Greenlots, Proterra and Tesla, as well as the California Air Resources Board, utilities and energy companies. In May 2018, the Los Angeles Police Academy (LACI) established TEP with the goal of accelerating the popularity of electric vehicles before the 2028 Los Angeles Olympics.

It is understood that TEP and LACI recently announced mobility pilot projects, including electric car sharing and inching options, investing $ 500,000 in different vulnerable communities in Los Angeles.

4In April, Garcetti announced Los Angeles' Green New Deal, an ambitious plan to fight climate change and achieve a zero carbon footprint by 2050. The plan calls for increasing the proportion of electric cars in cities from 1.4% in 2018 to 25% in 2025, 80% in 2035, and 100% in 2050.
